He sold me a broken part (seat belt pretensionner deployed), don't refund and refuse to say if he recieve the item back. I don't understand why.
That was not the first time i have a deal with him. No problems before.
I do recommend to first ask a picture of the real item sold, not the generic, in order to see what you will recieve.

Yes i use paypal. No and that my fault, i use the lowest shipping cost to return the item (without tracking). I thought that he will be honest, but in fact, he could perfectly deny having recieve the item back.
I send the item the latest days last year (about 29 december). So even with the lowest cost, he must have recieve it now.

Yes, maybe more for the frog eyes, but a lot of stuff sure.

I make a mistake in my answer confusing your text and mine, sorry, here is the corrcet message :

Not much you can do about it (other than giving a bad feedback on ebay)

Yes, maybe.
In these case it's my fault. I don't choice the tracked one.
But it don't excuse to sell parts who are not working.
The item recieve was different as item shown.
And i don't think these pretensioner has been deployed during the travel : there was a lot of buble cover aroud.
Another thing is strange for me : i ask him several times to send me, after the return, another good one, and not refund.
He don't accept these proposition.
I need these seat belt pretensionner for the MOT, not for comfort.
Since 2008 the MOT law change in France, and i do have a not deployed seat belt pretensionner.
It's very difficult to find that. These pretensionners were only fittend on : later Scorpio I and ealier Scorpio II and maybe some Escort Cosworth. Its the one with spring, not pyrotechnic (completly differents).

Can you not change it to a normal one?

The seat belt with pretensionner are different : the metal part (i don't know the name, enven in  French) comming into the lock system is different. If i fit another, i have to change the two parts of the belt.
And i don't know if it will be ok for the MOT. I have to ast to a controle technique centre.

It should be OK, I changed the seatbelts and the locking part (I don't know what it is in english or french ) on my 24V, that passed the CT OK

Thanks Marty, i will try.
BTW : Do they have remarked, whet you passed the CT, that it wasn't the...same engine ?
How do you deal with the "service des mines"
In France, changing the engine and put a bigger one is not easy with them.

I took out a Ford 2.9 V6 and replaced it with a Ford 2.9 V6 (but with 24 valves  ) still the same engine CC and same number of cylinders

The people who did the CT just said what a nice car and engine it was

With my 16V the block is still a Sierra one (clearly marked N9C)
