A quick wiki search on HHO tells you all you need to know and exactly as i suspected.

William Nicholson was the first to decompose water in this manner in 1800. The energy required to generate the oxyhydrogen always exceeds the energy released by combusting it. (See Electrolysis of water#Efficiency).

Oh no!    They call it HHO, but it is really the very dangerous Dihydrogen Monoxide and should be banned! See the http://www.dhmo.org/]DHMO site for more details.
